Overview. Facilitating understanding, even agreement on basic moral issues.

If People of the Book can agree on one set of elements in the Old Testament, text and derivative strict application of Ten Commandments as they appear hither and yon, even if their unique later texts are believed to supersede the Bible (they may well, but start here where it is easier); can we then move to further agreements of a moral nature and, even one day, look at those later texts as well.
.
Vet for precision in the meaning of old texts. Let people think beyond that.
.
In order to arrive at basic agreements on moral behavior, and restrict acting-out against others not in agreement, People of the Book Shall Review the Text Ten Commandments in all forms in which they appear (original paleo-Hebrew, Old Testament) against their own interpretations, customs, dogma. Where a position, teaching, infallibility position, expands upon a bare-bones textual Commandment, beyond the text itself, such expansion shall not be Authoritative and shall be deemed errant.

Such errant interpretation shall be deemed Localized, without impact elsewhere, on the involuntary. As a precondition to participation, and absent a Paleo-Hebrew text providing otherwise in an inerrant way (all agree on the translation, transliteration, meaning), each People of the Book must effectuate procedures such that any member age 13 and over has the choice to leave such group at will, with sustenance paid to a neutral Cayman Island Bank and bodily protection for five years, and without repercussion.

Buddha as Moderator. Buddha and the principles of Buddhism shall decide whether any particular teaching or tenet can be imposed on others outside the group.

Whereas,

Original texts lead to widely varying interpretations and meaning derived by equally varying authorities from translation and transliterations acts and omissions. Such differences leads to acrimony and imposition among groups, and also to murder of non-believers in the view of the zealots among us, .
Issues press for immediate resolution, including whether women are responsible by original text for men's lechery, so that they shall hit the deck and cover up on demand, at the extreme. See, for example, blaming women for men's lechery, entrenched pastime, blaming women for men's lechery
Gender or ethnic hierarchy and other beliefs become emotionally based and hard to change (emoticon-belief), even when counter-facts are reasonably clear, see KNGDV ; resulting in conflict, polarization and even bodily injury inflicted.

Wherefore, IT IS ENACTED.

1. VETTING AUTHORIZED.
.
Religious authority that seeks to extend its code to non-believers shall itself be vetted, and the people are hereby enabled to view further and any original texts as agreed in meaning among those of the Ecumenical Bureau set forth herein. In that way, the people may determine errancy or inerrancy and worship or not, accordingly.
.
2. TEXT ANALYSIS BOARD.
.
An Ecumenical Inerrancy Adjustment Board of the Book, to be known as EIABB, or Every Individual Access to Basic Beliefs, shall be established to review each major faith or unfaith as designated herein, as to, first, the Ten Commandments as against further elaborations from the pulpit; then, as it may elect, its total texts and dogma, or teaching they claim to be flowing therefrom inerrantly.

The Christian People of the Book shall proceed on their own, if the others, Judaism and Islam, elect not to participate.
.
3. PEOPLES OF THE BOOK. Peoples of the Book shall be defined as those revering or relying to a substantial degree on The Old Testament of the Bible. The New Testament and other texts such as Talmud or Qu'ran shall be included if appropriate at a later date by later agreement.
.
No group shall be required to participate at all in this Old Testament focus, however, this provision recognizing the difficulty of submitting interpretations and texts that came later in time to outsiders for comment.
.
Accordingly, there shall be recognized three Books.

Book I. Jewish, excluding Talmud.
Book II. Christian, excluding New Testament; and excluding later texts adopted by some groups including the Mormon, for reasons set forth in Book III, Muslim, herein.
Book III. Muslim, excluding the Qu'ran. How can that be possible, since the Qu'ran supersedes the Bible in the faith of Islam? At least, Islam can address issues in the Old Testament as it was circulated just before the Qu'ran, and with no reference to the Qu'ran itself, can be examined, if the proponents so elect.

4. STRUCTURE. All participants at all levels shall be fluent in Paleo-Hebrew, or at least the oldest Hebrew to be found, both as to transliteration and translation into modern target languages. Only the Originating Language shall be used in vetting inerrancy of later teachings, positions as to the Ten Commandments, and any later agreed texts.

4.1 Top Tier. The Books, each with a Major Runner.
.
There shall be one Major Runner selected as to each participating Book.
.
4.2 Second Tier. Chapters of the Book.
.
The Major Runner of each Book shall subdivide the Book's identity for purposes of this legislation into further historical, geographic or other Chapters, totalling four such Chapters per Booklet; and appoint a Chapter Head as to each. If any group adds another category, such as Mormon, then all shall be entitled to add another category as well.

For example: Thou shalt not commit murder. How does each view that, and in what contexts, text justification. If a topic is not addressed by text, it shall not be binding.
4.3 Third Tier. Research Associates. The Chapter Heads shall each appoint three Research Associates, representing the spectrum of belief systems from figurative to literal.

5. Examples of functioning:

5.1 The Christian Chapters might include, for example,

II A. Eastern Orthodox Christian;
II B. Roman Catholic Christian;
II C. Formally established Religious Dissenters from Roman Catholic, living (Protestants and others)

To be determined: A place at the table for Deceased Dissenters from Western Roman Catholic (expired heretics, victims of crusades Cathar, Northern and Jerusalemic, get a seat for posthumous religious justification by representatives of their views.

II D. Atheists in or from the overall Christian tradition

Other Major Runners, as in Judaism and Islam, if they choose to participate, shall determine their own major divisions.

5.2 Christian Research Associates shall include as to each Chapter:

1. Liberal-figurative-looseygoosey, nonbinding rules, inclusive of as to those not in the Chapter. Chapter 1 says I love you.
2. Moderate. Chapter 2 says I might love you, depending on what it is.
3. Literal-conservative-evangelical-aggressive conformity groups, including active enforcement against those not in the Chapter. Chapter 3 says I don't love you.

7. MODERATOR, SITTING APART FROM BOARD.

Moderator-Referee in all matters shall be Buddha, who, it is understood, believes that faith even in what he said should step in only where reason can go no further; see http://online.sfsu.edu/~rone/Buddhism/footsteps.htm; such philosophy adopted by this committee as the likely one to lead to lasting stability globally regardless of the religious label.

8. SELF EXCLUSION. Groups electing not to participate may do so in the future, of course. Those groups are free, of course, to conduct their own Ecumenical Inerrancy Investigations on their own. It is recognized that Muslims, Jews and Mormons, with their unique relationship to further Texts may elect to defer from this entire exercise on that ground. That leaves Christians to confer gently together as to their Bible (sans Mormon-divine texts for these purposes) and that will be hard enough to cope with.

9. SUSPENSION OF TABOOS. Any participant must suspend adherence to behavioral taboos and judgments, such that all genders and ethnic groups may interact and sit together in universal common sense reasonableness as they themselves choose and without repercussion. Buddha, the Moderator, shall review all disagreements and Buddha's decision for purposes of this legislation effort shall be final.

10. The Cement Bloc.
.
A Cement Board shall be posted with a voting slot to received signed requests for any individual to be designated Cement, such person to be excluded from participation after due process and hearing, on grounds of refusal to consider arguments of faith, if the Cement is unfaithed, or to consider arguments of reason, if the Cement is faithed. If a posted Cemented Individual is also a legislator, that explains obstructionism; and such legislator's beliefs shall also be vetted gratis against Biblical Text and the Ten Commandments in particular.

That is, as to adding persons, numerous members shall not result in more representation. What is a religious group for this purpose? Further debate on means and methods is already underway by tax authorities. This legislation shall be contingent upon each participant's willingness to abide by the Moderator's decisions for purposes and the duration of the work.

11. The Bureau shall compile a list of wording for the agreed Ten Commandments For All, to be deemed Inerrant; and may append 50 Do's and 50 Don't's as examples of what is textually required; and forbidden by clear text. Anyone seeking to include any of Leviticus shall also adopt personally all, each and every one, of the strictures therein. As to application, of particular interest will be the inclusion of the foetus in Thou Shalt Do No Murder. What do texts say, not later elaborations of interested groups.

12. Majority for inclusion of a Commandment interpretation as inerrant: simple majority plus 3.

The federal Voting Rights act affirmed this basic principle of the right to vote. This is not the same as providing ID in order to board a plane. Duh.

Any state enacting a photo voter ID requirement in order for a person to vote, shall also provide at the expense of the State a photo van for each six blocks (defined as no less than each .5 mile square) of district area, federal or state

The voter Photo ID vans shall be funded by reductions in legislator salaries and benefits, with any gap to be met by debt-vouchers whereby the legislator shall pay the gap with an unsubordinated home mortgage or attachment of bank or investment asset, immediately executable.

2. Such photo van shall provide photo ID's free of charge, and based on receipt of utility or other equivalent bill to that individual at the given address, or on pre-existing driver's license, student ID, library card plus utility or other formal-source envelope to person at that address, or other state ID, whether or not it is photo-ed.

3. Where there is a line requiring a wait of more than 30 minutes per van, the State shall provide as funded above transportation to and from a van location providing faster service.

4. The vans shall operate seven days a week beginning August 1 preceding the vote in question.

5. Absentee ballots and certified copies of the voter ID's or other proof as the State ducks may require for absentee ballots, shall be provided at the request of the voter, and all voters shall be informed of this right and procedures at the time of the ID. All requests shall be honored as to absentee balloting where the State restricts its early-voting such that the voter has any fewer than two weeks at a 12-hr per day location to engage in such vote. Where there are lines requiring more than 30 min wait, vans shall be provided to other locations as funded and set forth herein.

There shall be no appeal, and no panel member shall confer with any outside third party as to his or her vote, but shall be limited to review of documentation (speeches, records) of the candidates as gathered by the panel itself. All materials shall be reviewed by all panel members.

As Prerequisite to Congressional Service

Alternate Dispute Resolution Comes of Age

Attention: Freshmen in Congress and all others who have not yet taken the ADR Course.
Failure to take ADR course results in weight of vote to be less than 1. Merely pushing spin on partisan grounds is exposed as insufficient to sustain a meaningful democracy. New approach now required for legislative skills continuing education.

WHEREAS, many members of Congress are illiterate in methods of dispute resolution except as to the to-the-death adversarial win at any cost; Winning means simplistic location of the opponent's jugular and biting without release; such Jugularists, practicing the religion of Jugularism;

Citizen, about to be bitten by partisan propagandist. Is that so?

WHEREAS, mediation and alternate dispute resolution produce more lasting and satisfactory results to more people; and is mainstream and recognized as productive, except where we need it most, in Congress, see the process at ABA http://www.americanbar.org/groups/dispute_resolution.html; and

WHEREAS, continuing education in areas of basic problem solving, other than the caveman clubbing of your neighbor, is in the interest of democratic functioning.
ADR exposure also serves a productive foreign policy; see Jugulars bar New Start, a common sense treaty, re-fusing a cold war mentality. Wrecker Kyl barring a productive foreign policy, and outed; to counter the KYLs, ADR exposure would be helpful;

WHEREAS, ADR recognizes that the Jugular approach does not solve the problem; which will recur down the road; many analogies help demonstrate the issue: FN 1; and ADR advocates retain such machetes as are needed if ADR fails to protect their interests;

WHEREAS, such Jugular approach is known to have no relation to the merit of the position of either side in solving problems of the nation; but Jugularism relates instead

a. to the means of weighting the filling the Jugs' coffers with special interest money (Jug-fillers), b. so the Jug-fillers, whom the Jugs now represent rather than voting constituents,

can profit maximally for hoarding and taking abroad and buying Juggers
before the other side (the Jugged) can educate their people to what is going on and elect other people instead of Jugs;
and so perpetuate Jugularism instead of democracy.

Jugularism. The aim is to fill Jugularists' coffers, rather than solve voting constituents' problems, or national problems

WHEREAS, solving problems of the nation, rather than corporate or individual coffer-filling, is the prime purpose of Congress. See opposing view at FN 2

WHEREAS, any provider of goods or services, including the plumber (Joe? Are you drained yet?) must demonstrate basic skills as qualification for providing consumer services including representation, education and continuing education, including licensing for plumbers and home improvement folk, and the like.

WHEREAS, ADR courses are needed because of the overload of lawyers in Congress; and ADR courses are readily available (202 lawyers in Congress, see http://blogs.wsj.com/washwire/2011/01/05/112th-congress-by-the-numbers/). WHEREAS, even lawyers know that the Bar and Courts these days recognizes the value of ADR; and many citizens enduring unruly divorces, even the high-ticket ones, may well find ADR to be more satisfactory than trials. WHEREAS, one can be proficient in ADR and still retain the Machetes and Axes needed to counter the Jugularists; the difference is in having the expertise to be able to choose;

ADR expertise does not mean relinquishing the Ax against the Jugularist, where solving the problem requires its use

WHEREAS, many lawyers with trial and other Jugular backgrounds that put the Win ahead of the broader Solution, bring a distorted view of truth and fact to legislative processes. Jugularist definitions of fact and truth defy common sense and ordinary human coexistence practice; valuing a lust of sway over equity;

there is no obligation to speak "truth", as it is up to the other side to find you out, and persuade the judge that you are nefarious; and sales is big time money;
there is no fact until a trier of fact, the judge or jury, specifically finds it,
so there is eternal open season on concocting scenarios and spin, until a fact is unalterably "found"
and that is long after everybody's emotions have tied them in knots, is that so?
and Commentators who are ignorant of the ADR process are Illiterate as well

WHEREAS, the Committee finds that

Illiterate Members of Congress, those without exposure to ADR, gob the works; and

Jugularist in the Kitchen. Please leave.

Education includes methods of broad fact-finding and brainstorming and discussion before taking positions;

It is enacted

1. Continuing Education.

Every member of Congress, House or Senate, must complete the requirements of a nationally-recognized and nationally-available course in Alternate Dispute Resolution, such course to be of at least 5 days duration including overnights at the Congressperson's personal expense; and

2. Composition

Each such "class" of 5-days shall comprise 40% Republicans, 40% Democrats, and 10% Independents; and

3. Vote Weight to Depend on Course Completion

Upon completion of such course to the satisfaction of the National Course, and payment for such from the Member's personal funds, such Member's vote shall count for an 80% weight.

The votes of Members who fail to complete such course (Illiterate Member), such member's vote shall be weighted 20% . Thus, it shall require five (5) Illiterate Member votes to count up to 100% vote on any issue.

The votes of Members who complete the Advanced Course shall be weighted 100%.

4. Licensing to be Public

In light of the debt ceiling fiasco, this concrete evidence of compliance and consequence is included. The members each shall receive a certificate showing his or her compliance or noncompliance, and weight to be given to his or her vote, and such shall be kept by the voting record gnome in House or Senate. and such shall be make available to the public at no charge,

4. In particular, this definition requires that any legislator, as hired hand, shall be disqualified from office automatically if he or she signs

a) a purity oath,
b) conformity statement,
c) advance loyalty oath to some broadly worded ideology cloud, without consideration of the definitions that may be involved in pinning it down; or the effect of particular concrete legislation that may be under consideration at any particular time upon the best interests of the constituent voters.

WHEREAS, the concept of limiting abortion rights, without specific findings or scientific evidence supporting a compelling governmental interest, has spread to DC, see House Votes to Limit Access to Abortion, NYT, Abortion

WHEREAS, these proposed or actual laws primarily further personal or particular ethnic group cultural or religious goals: by regulating constitutional privacy interests, and without demonstrating in the legislation the compelling state interest as to each regulation step, through great weight given to scientific evidence and not morality opinions or other personal view touting (erroneous legislation or facial flaws that cannot be remedied by cosmetics); and

WHEREAS, appeals and repeals of enacted matters are tax-money wasting, and time-wasting, for legislation that on its face reasonably cannot pass the strict scrutiny test required for legislation regulating constitutionally protected activities, see an everyman's legal dictionary, The Free Dictionary, Legal Dictionary, State Interest;

THEREFORE

1. Legislation must include its findings and evidence, giving great weight to science, sufficient to enable filing for declaratory judgments prior to enactment.

2. Any state or other governnment entity that passes or proposes legislation that regulates Activities Behind Closed Doors (herein ABCD): by prohibition, or by time, place, and manner restriction; and without demonstrating in the legislation itself, or in its detailed legislative history, clear and convincing findings as to each requirement, shall pay deterrent and restitution amounts as set forth herein. The findings and evidence from scientific and not merely opinion sources are needed in order to pass the strict scrutiny review test of the courts, and shall require that great weight given to scientific evidence and scientific expert opinion.

Such evidence and expert opinion shall be applied directly to issues of a reasonable balance of interests on a spectrum from no intervention to prohibition, based on science and policy based on such. "Sanctity" and saving "human" life, so long as there is war and poverty adversely affecting human life, shall not be raised as a policy matter in the abortion spectrum.

3. Violators of the requirement to set forth clear and convincing evidence of the need for the restriction so as to establish compelling state interest, shall include the legislators voting for such legislation: personal liability. Such shall pay as incurred

a) the counsel fees and costs, all out of pocket expenses reasonably incurred, lost wages and salary, for seeking protection of ABCD activities legislated erroneously, and

b) a liquidated damages amount to any individual whose privacy has been erroneously legislated against, in the amount of

an annuity of at least $10,000 per year tax-free for as many years as s/he is old, or
an amount representing 50 percent of each legislator's salary who voted for the legislation to be paid in one tax-free lump sum;
whichever calculation is greater. This liquidated damages amount is deemed to be necessary as a preventive against further erroneous legislation geared to one group's religious and not state goals in a plural society.

4. Any legislator approving or voting to pass such legislation regulating ABCD shall also be required to attend a course in civics, which course shall be given at one state location open one day a week, and shall require three days to complete; and view a video on botched abortions, attend court hearings in domestic and child abuse, and, if religious ground is set forth to justify the restriction, examine Bibles including transliterations, for usage of the word "abortion" or use of the word "kill" or "murder" as to any in utero situation, see No Old Testament Abortion Prohibition or Regulation, and No New Testament Abortion Prohibition or Restriction

5. A declaratory judgment holding that the legislation as drafted indeed meets the clear and convincing evidence test as to compelling state interest shall be a total defense to the deterrent and restitution matters herein.

6. Any state or other governmental body considering such legislation shall provide a copy six days, representing six days shalt thou labor, prior to vote; to the public online and by all other media; and shall, upon request of any registered voter, submit it for such declaratory judgment prior to passage. These declaratory and deterrent measures shall be deemed reasonably related as a reasonable deterrent to wayward legislation.

Legislative notes:

The committee notes that so far there is found no cannon fodder for religious origins of any abortion rights issue because the canon wisely left it alone. See Early Christian Writings on Abortion: Issue omitted from canon. The Committee also found no compelling societal-impact problem with how individual women were handling it, no threat to population sustenance, and if she burns for her decision, so be it, MYOB, no grounds were found for authority to vigilantism, to enforce one's own morality upon another.

The Committee also looked back at Sundays, and found these activities to be acceptable and traditional: Preach and example; no force. Tha tha tha that's all folks. And after the canon, big church institutions waffled all over the map on it and doctrine is suspect and untrustworthy when it cannot relate directly to what the Founder, the Main One, said or did or stood for.

(1) Pro: Paul Krugman. This by way of update: Paul Krugman of the NYT supports The People's Budget. Kudos to Krugman. See Let's Take a Hike, NYT Opinion Page 4.25.201 The CPC is encouraged, and expects increasing clicks and i-bank transfers in their favor.

Earlier critical comment about absence of mainstream coverage: When will this be outdated?

The Committee notes the absence of Beltway coverage, however, and concludes that the lack of interest is because the media owners disfavor minorities even with the best ideas that, if publicized with thorough fact backup, could get a strong following. However, Minority views of merit, as shown in the superior CPC Budget, challenge the dominant forces. Accordingly, such views do not reach daylight. Media has been complicit in spin favoring the current power-line, or owners' desires in cross-media and unified media ownership, in omitting and mis-presenting opposing views, see Mainstream media complicit in spin. How to address dependency on ads. Revenue dependency skews the fiduciary aspect of journalism. Minority views carry less in the way of revenue opportunity, less bling. Less staging, fewer exotic photo ops. There are no paid-for vacation buses to lure people who want a paid vacation, complete with instructions for how to disrupt. The media serve a secretarial function, apparently, like taking minutes, for the powerful, and go where they are bidden.

Mr. Klein believes essentially, we think, that the tax provisions do not go far enough. Fair comment, but this is a prototype to pass quickly, with upgrades welcome once the framework is there. The Vatican opposes on principle. The People's Budget uses fact to inform policy and belief. The Budget explores and weighs heavily analysis, information, policy, contemporary needs in a changing society, and cuts through myth and self-serving ideological constructs and copycat "texts." Where there are ambiguities, as there are everywhere, the CPC makes reasoned choices, laying out the information, and arguing for opportunity and basic sustenance for people -- a way to the Promised Ladder, and ensuring that the rungs are left in place despite those who want them off. *

Con. Secret Special Interests, in the shadows, buying legislators and luring the unwary.

Special Interests oppose the People's Budget from their crevasses, their fire-breathing hideaways where they write nasty articles in advance to tarnish others' ideas. The committee is not cowed by the likelihood that Special Interests, who benefit financially from extreme privatization and monopoly over legislators, oppose. The committee finds that the People are actually and finally spotting money pits behind the ads, trying to terrify the People who now know they can actually go around them, and all their money, and VOTE. Special Interests plot against the nobody upstarts even as we speak .... cheer the All-People's Party as it forms in response.

Special interests will oppose the People's Budget. Are you scared yet? Are there any Special Interests who are also enlightened?

Heard from the pit: "I want my entitlement to subsidies!" cries one Special Interest after another, moving from vacation home to vacation home, using education vouchers for XYZ III, adding up Gulf-ish profits on the way.

Special Interests, already flush enough, want their money crutch back.

People's needs before corporations, says the All-People's Party, with persistence. And who listens? The CPC. But can the People prevail against those who politic in secret places, with secret people hiding in the shells of legal persons, with unlimited secret lucre. Ooooh.

Rove hates The People's Budget "I get more for me if it's my way," says R, whose little light is sputtering

Sure. Just vet and vote.

Government's Career Special Interest Groups:

a. The Senate? No vote yet. Put up Ryan's first.

The Senate stands like stones. Photogenic Dandies will probably disapprove, and Humana types approve. But there are stealth senators -- who want to vote for the common good despite forced loyalty oaths. Humana at heart. He (she?) may be persuaded by the door-to-door People's Party representative there, that they might yet serve the Constitution and the country, not the inquisitors, purveyors and enforcers.

A wise president, in the face of all this, holds back, lets the spinners spin a while. He notes that the All-People's group is just getting going, and applauds, is that so.

And that one little rock there may persuade others in the circle.

The Committee has weighed all these views and concerns.

The Committee finds that, in sum,

a. Status of ideology. Now responding to sense.

Old understandings, dodgy ideologies, old ways of interpreting what is important, are changing. Religions also are looking again at what really matters, like what was served at the Last Supper even. Boar was served, says this old fresco. If the point is, they ate what they had, why not? Ideology isn't everything. Yes, Boar at the Last Supper. Does the fact that these folks believe, make it so? No, but they still believe it. Sigh.

b. In anybody's theology as well as politics, positions serve best when rigid ideology drains away. A "rigorous theology," for example, just as a rigorous political ideology, had better be based on facts, information and experience, to the degree possible, else it is just a dictatorship.

The Committee also finds that there is always room for interpretation; positions must be changeable depending on need, context. Creeds in politics (loyalty oaths) have no place where there is a broad-based constituency to serve, and a nation to promote. Keep thinking, argue ideology sparingly,with a very small, tentative bam supported by facts, and only where it is objectively otherwise appropriate. Be prepared to justify application of any ideology pattern. In sum, the ideology of Privatization may well not be the answer for here, or here, or here.

b. Privatization

Vastly overrated. Privatization benefits special interests and ousts people. Privatization itself has become an ideology on a par with theological concerns, a conclusion from rhetoric and behavior. Inquisitions commence. Weed out the non-believers.

1. The Committee came to these conclusions:

a. Fact should inform belief.

b. The CPC addressed experiential results of privatization, where privatizers can find profit, and leaving out entire areas needed for a functioning democracy but not profitable. The Committee examined what happens when privatization and mini-government rule a roost. Fact should inform belief.

But dedication to privatization is also understood to be a springboard for opposition by those who may want their beliefs held unaccountable to fact.

c. The American Way, however, has been multiple in its objectives from the start. Not one simple construct. The common factor in all the documents, the Founders, is that this land is a land of Opportunity, not hoarding. Who benefits? People including Ben Franklin's sister. See Poor Jane's Almanac. by Jill Lapore, NYT Op-Ed 4.24.

2. Committee findings:

a. Ambiguity

Real. There is ambiguity in any area of life, like it or not. Will Kate flee?

The act of thinking gives rise to ambiguity. Is that why thinking is discouraged by slogans, bald certainty assertions, and Big Lies? The wiser, more stable policy would be this: Acknowledge ambiguity, lay out the information, all of it, let all the people have all the information, make a reasoned choice in governance if a choice must be made in order to foster opportunity, and leave all doors open for change as new information and circumstances evolve.

A caution re Ideology. The Committee finds that Ideology, including Belief in Privatization, fears ambiguity, seeks to hide facts giving rise to ambiguity, and labels as "heretical" those whose ideas do not foster the profit-oriented institution enamored of itself. Ambiguity and interpretation are facts of life, and only the suppression or addressing of it differs among groups.

Asserted "inspiration" favoring one interpretation is a dodge when the facts instead are really ambiguous, is that so? Ideology thus is a false foundation for politics or religion in a democracy.

For those comfortable with ambiguity and see ambiguity as in any reality, The People's Budget fits.

b. Power of ideology in population control

Real, but depends on convincing people of certainty where there is none. Since the People's Budget recognizes the need for choice and action for the basic principle of access to opportunity; and accountability from those who have already benefited; many ideologues will disapprove. Acknowledgement of ambiguity to them is lack of leadership, not a recognition of reality and the need to choose anyway.

The CPC does not claim absolute certainty: it lays out facts, choices, and applies with care. It does not promote ideological conviction for one approach regardless of observable or changing facts.

The CPC instead serves multiple interests in a reasoned way, looks to empirical, analyzed facts and needs, a focus on the contemporary function and research. Concern with ideology: detached from experience, reliant on "inspiration" and one person's testimonial especially in religious roots (what if Paul had epilepsy, and not a vision?).

Politics: Be wary of isms.

3. Hearings

At the hearings, the Committee heard from a researcher who suggested parallels to other walks of life where people fall between slats of individual exploration and ideological absorption.

The Committee makes no findings as to the issue, but by way of summary of the testimony, include for discussion concepts from those hearings:

a. Avoid isms and ists.

that Isms and Ists are exclusionist in nature, and do not assist the conversation: see labels like capitalism or privatization or socialism -- anything with an ism or a particular form of religion to the exclusion of others, obstructs understanding.

b. Value Humana.

Humanitarianism is needed for a democracy. Ideologues for privatization however can more easily dispense with those considerations.

In this regard, Witnesses also testified about the influence of Ayn Rand, rank individualist, capitalist, the self over all and rule of tough I got here first, cited by current politicians as a role model, Chicago Tribune, Rand Paul: Radical Ayn Rand Rookie. See her bio by her group at Ayn Rand website. Apparent stimulus: she seems to espouse concepts of the time, later written, by the author of Chapter VI in denigrating humanitarianism, as obstructing winning what you want for Self: ("the most aggressive fighting technique is the most humane","criteria of humanitarianism and beauty must be eliminated from the struggle". Mein Kampf Chapter VI.

This source also reflected the goal of a heroic individualism, to which others must be subject, as part of the political climate of the time: although written in 1928, two years after she left Europe for the United States. The ideas on accomplishing grand objectives are seen in Ayn Rand who respected its efficiency. See Tea Party Movement, Republicans (seen by UK, The Guardian)

Deny humanitarianism? If your goal is just to make money for yourself, yes.

4. Some committee members developed an interest in text research
in tracing Ideology and how it works. Whose ideas become something quite else, repurposed, rewritten.

Ideology: accept nothing without vetting. Religious or political. "Inspiration" or "Revelation" depends on hearsay, which may or may not be true, but should not be swallowed just because it was said by someone who then got media coverage.

Check the roots, the funders, those with an interest in the outcome, against original precepts as far as those can be discerned. If access to early evidence is barred, then the ideology is tainted. Steps in vetting the earliest texts of what we have been taught, emerge from looking things up.

The Committee, however, just voted this line of thought about ideologies and text bases for policy, to its own place in life, to Ideologies v. Origins: Does the Creed Fit.

Resolving ideology contradictions: The People's Budget is not doctrinaire. It approaches financial solutions with the most general of beliefs: in this country as an Access to Opportunity country. No loyalty oaths, no witch hunts for unauthorized thought, no waving flag with Privatization, Oligarchy and Ouster, on it. Acronym already dominating the media tweeters: POO.

With ambiguities, if not downright contradictions, between earliest texts and later dogma, whether political or religious, any belief, the Committee notes that as to religion the Vatican can resolve this, as can archives in Jerusalem. Each can release all the texts now hidden away there -- Aramaic, Manichean, whatever language and source, in jars, whatever. Let all the people see all the information, whether or not it supports the evolved ideology. What did others write about it? Has the human race a right to see its own history, weigh how others have spun it?

Clawbacks for Unjust enrichment, unclean hands, restitution

HE WHO.
He who causes, pays. Period.

Whereas, current legislative imaginings place the cost of deficit upon those who did not add to it; and

Unjust enrichment of the rich. Who bears the cost?

Whereas, basic western civilization legal and equitable principles provide for accountability from those who perpetrated;

Whereas, the clawback is a legitimate form of restitution; let the receivers of Bailouts Repay.

Wherea, to fail to obtain restitution is unjust enrichment of the receiver;

Whereas, in American governance today, those who did not create the problem are having to repay, in current propaganda;

Therefore:

1. The deficit detriment shall be allocated among those whose caused and benefited from it since 2001; including abrogation of wartime profiteering; un-Cheney us; and

Accountability. Who bears government's cost.

2. The deficit's benefit, that is, those who benefited from the boom years, shall be reallocated to reflect the Situation in 2001, before The Troubles, shall be reinstated; and

3. A general equitable clawback shall return the funds to the public coffers; and

4. A calculation shall be made thereafter as to what the deficit, after restitution and interest, have been paid back in.

5. This shall be known as spreading the wealth around, as it was intended by the founders, so that all persons shall be justly rewarded for their deeds, misdeeds, and none shall benefit from (ahem) unclean hands, unjust enrichment; and yea, there shall be restitution.

AN ACT FOR ESCHEAT OF ESTATES FOR THE PUBLIC GOOD
Promote Living Philanthropy

Use Tea Party-type blind abhorrence of taxes
to fund the public good another way.
Follow the dots.

WHEREAS:

1. Noone wants his or her individual income to be taxed; but
.

2. There are matters of the public good that require attention and traditionally that means Tax.

Such expenditures are not usually immediately profitable, and so remain unattractive for private sector investors (public daycare or healthcare, for example) to support.
The job would not get done without public funds.

3. Tea Party or other groups, including secret corporation worshipers who fund the groups anonymously for their own benefit, seek to eliminate taxation. But that would likely leave the public good unfunded or underfunded, see #2. However:

4. It is indeed possible to enact no taxes on anyone or anything, says Andrew Carnegie, provided the full Andrew Carnegie equation or exchange in his Gospel of Wealth as referred to herein is implemented. The Andrew Carnegie Gospel of Wealth equation or exchange provides (in an era of no income tax at all -- that came later)

that any property remaining under the power of control of an individual human person at the instant of death, that is,
any property or right or interest still technically subject to his control (see coma, below), shall escheat to the Federal Government.
That creates a self-executing event, with a carve-out from the escheat only for narrowly defined and actual dependents.
Intent of the deceased to set up such a divestment before the death in question shall not matter. The full execution and divestment must be in effect at the time of death. Period.

5. That means, an individual person or entity must voluntarily divest himself, herself, or itself of its property before he, she or it expires. Anything left revocable or not fully executed at the last gasp escheats.

6. This comports with Tea Party hatred of entitlements as well as taxes. Inheritance of anything and the right to bequeath is an entitlement created by statute, just as any "entitlement" to other means of support and assets. Entitlements can be changed by another law. Change this one with the others.

7. The intention here is to fund the public good through whatever people couldn't bear to part with then alive, and that will be sizable because people love control and overreaching, and they will forget or decline to do it. They won't know the difference afterwards anyway, and this also encourages productivity among any laggard heirs.

THEREFORE:

1. There shall be no income taxes on any Person defined as individual fleshed and/or blooded, and/or breathing, and/or hearted person. Breathing and hearted etc. shall include those on artificial supports until declared Demised by the appropriate authorities at the Expiration Moment.

2. There shall be such income taxes on Legal Persons without independent brains or heart (corporations) as the law may from time to time enact.

3. Any property or income stream in the technical control, or name of, or subject to the directives of, a Person upon the Expiration Moment shall escheat to the Federal Government to Fund the common good where privatization would not.

Heirs, living off the dead. Very pretty.

4. The property in the overall transaction must be fully transferred, irrevocably, nothing left to execute, at the Demise. Otherwise it is in the Escheat category, all of it, even if part has been transferred. There shall be no picky severability so that the grantor can grab it back. The legislative intention shall control.

Legislative Committee Notes

Summary of law: Divest before death. Incentivized Cooperative Privatization. If the public good is served while the benefactor lives, no need for government action. Government acts only in the absence of an effective privatized public good service, provided the privatization produces service for the public good at no additional cost and covering no fewer needs.

Reasoning: It is anathema when the government (public sector) collects and decides where to spend people's money, if indeed the private sector can do it cheaper and better. However, the private sector fails to step up when there is a public good that is not profitable. The incentive for privatization during the benefactor's life is the setting up of the service as he or she desired, even with his or her name on it. If carefully placed in private hands before death, will our people's estates carry out the functions of government in the interest of all the people, by all the people, and for all the people, now can do it better? However, speaking directly to you, the people: that also requires placement during your lifetime by you as to your property and income, where you want it and how. Any asset in the technical control of a person at death will escheat at that precise moment of death as legally defined to the despised Fed, so the onus is on the living earners and owners to see that that does not happen to their assets and income.

In case of coma, etc., the person shall be deemed to have died in ways that prevent anyone from faking signatures, etc. or claiming resuscitation. The paperwork effectuating full and irrevocable transfer must be fully executed prior to the D-word. The problem of our age is the administration of wealth, so that the ties of brotherhood may still bind together the rich and poor in harmonious relationship.

The conditions of human life have not only been changed, but revolutionized, within the past few hundred years.

In former days there was little difference between the dwelling, dress, food, and environment of the chief and those of his retainers. . . . The contrast between the palace of the millionaire and the cottage of the laborer with us today measures the change which has come with civilization.

This change, however, is not to be deplored, but welcomed as highly beneficial.

It is well, nay, essential for the progress of the race, that the houses of some should be homes for all that is highest and best in literature and the arts, and for all the refinements of civilization, rather than that none should be so.

Much better this great irregularity than universal squalor. Without wealth there can be no Maecenas [Note: a rich Roman patron of the arts].

The "good old times" were not good old times . Neither master nor servant was as well situated then as to day.

A relapse to old conditions would be disastrous to both-not the least so to him who serves-and would sweep away civilization with it....

We start, then, with a condition of affairs under which the best interests of the race are promoted, but which inevitably gives wealth to the few.

Thus far, accepting conditions as they exist, the situation can be surveyed and pronounced good.

The question then arises-and, if the foregoing be correct, it is the only question with which we have to deal-What is the proper mode of administering wealth after the laws upon which civilization is founded have thrown it into the hands of the few?

And it is of this great question that I believe I offer the true solution.

It will be understood that fortunes are here spoken of, not moderate sums saved by many years of effort, the returns from which are required for the comfortable maintenance and education of families. This is not wealth, but only competence, which it should be the aim of all to acquire.

There are but three modes in which surplus wealth can be disposed of.

It can be left to the families of the decedents; or it can be bequeathed for public purposes; or, finally, it can be administered during their lives by its possessors.

Under the first and second modes most of the wealth of the world that has reached the few has hitherto been applied. Let us in turn consider each of these modes.

The first is the most injudicious.

In monarchial countries, the estates and the greatest portion of the wealth are left to the first son, that the vanity of the parent may be gratified by the thought that his name and title are to descend to succeeding generations unimpaired.

The condition of this class in Europe today teaches the futility of such hopes or ambitions. The successors have become impoverished through their follies or from the fall in the value of land....

Why should men leave great fortunes to their children?

If this is done from affection, is it not misguided affection? Observation teaches that, generally speaking, it is not well for the children that they should be so burdened.

Neither is it well for the state.

Beyond providing for the wife and daughters moderate sources of income, and very moderate allowances indeed, if any, for the sons, men may well hesitate, for it is no longer questionable that great sums bequeathed oftener work more for the injury than for the good of the recipients.

Wise men will soon conclude that, for the best interests of the members of their families and of the state, such bequests are an improper use of their means.

As to the second mode, that of leaving wealth at death for public uses, it may be said that this is only a means for the disposal of wealth, provided a man is content to wait until he is dead before it becomes of much good in the world....

The cases are not few in which the real object sought by the testator is not attained, nor are they few in which his real wishes are thwarted....

The growing disposition to tax more and more heavily large estates left at death is a cheering indication of the growth of a salutary change in public opinion....

Of all forms of taxation, this seems the wisest.

Men who continue hoarding great sums all their lives, the proper use of which for public ends would work good to the community, should be made to feel that the community, in the form of the state, cannot thus be deprived of its proper share.

By taxing estates heavily at death, the state marks its condemnation of the selfish millionaire's unworthy life.

. . . This policy would work powerfully to induce the rich man to attend to the administration of wealth during his life, which is the end that society should always have in view, as being that by far most fruitful for the people....

There remains, then, only one mode of using great fortunes: but in this way we have the true antidote for the temporary unequal distribution of wealth, the reconciliation of the rich and the poor-a reign of harmony-another ideal, differing, indeed from that of the Communist in requiring only the further evolution of existing conditions, not the total overthrow of our civilization.

It is founded upon the present most intense individualism, and the race is prepared to put it in practice by degrees whenever it pleases.

Under its sway we shall have an ideal state, in which the surplus wealth of the few will become, in the best sense, the property of the many, because administered for the common good, and this wealth, passing through the hands of the few, can be made a much more potent force for the elevation of our race than if it had been distributed in small sums to the people themselves.

Even the poorest can be made to see this, and to agree that great sums gathered by some of their fellowcitizens and spent for public purposes, from which the masses reap the principal benefit, are more valuable to them than if scattered among them through the course of many years in trifling amounts.

to set an example of modest, unostentatious living, shunning display or extravagance;
to provide moderately for the legitimate wants of those dependent upon him; and after doing so
to consider all surplus revenues which come to him simply as trust funds, which he is called upon to administer, and strictly bound as a matter of duty to administer in the manner which, in his judgment, is best calculated to produce the most beneficial result for the community-

FN 2. Escheat

A return or forfeiture, forfeitures, upon the happening of a set event. Forfeitures are usually abhorred in law, but when the cause is just, why not explore it as Andrew Carnegie did. Inheritability is simply a matter of law. The gamble in this escheat idea is that few wealthy will want to do without their control. They may decide, however, to keep some control over certain things, in hopes they can dump it before they die.

Legislative Notes:

The intent of this legislation is to encourage privatization so that the public good is also served. To the wealthy: Do it yourself, while you live. Otherwise, the Federal Government will indeed do it for you. Your own Sprinkle of your own money.

Keep any reversion, however, and it is considered still yours. There shall be no exceptions except for a reasonable allowance like a limited life estate for strictly construed dependents, but no other conditions subsequent or precedent allowed, no triggers for retroactive transfers allowed, to defeat the escheat. If you die with it at that Magic Moment, that is your "estate" and that escheats.

So plan ahead. Divest to your causes now. That leaves no estate to be tied up in court, lawyers making all that money from disputing heirs to pass to any beneficiary after the income-producer's death, save for some dependents' allowances as reasonable needs dictate, strictly construed. The individual (person or entity) is welcome to manage his or her earnings and assets during life, while the creature breatheth. Provide for others or for causes by passing control to them during the earner's life. Anything left in the control of the earner at that entity or person's expiry shall escheat. Done. That was easy. Return the United States to the 1960's as his childhood recollection had it; bully;
assert supremacism (his) in religion and international relations;
right no wrongs;
admit no wrongs;
follow Founders where you interpret their acts and intent in your interest;
get along with and compromise with noone who differs, regardless of merit in their approach.

All legislation shall contain an introductory portion laying out how this legislation in measurable ways also laid out, these objectives,

1. Fosters empathy for our people for one another, and other peoples of the world; not bullying and rigidity and neanderthal macho posturing that invites macho posturing back; and

2. Fosters sustenance and opportunity for all our peoples to become productive in their chosen setting, through access to health care, education, mobility (infrastructure, training), and basic needs.

There shall be periodic reviews of the legislation in terms of its compliance with the stated objectives, and further legislation enacted to ensure the proper polestars of this nation as of the people, not the corporations; for the people, all of them; by the people, all of them with full access to full information and opportunity.

FN 1 Legislative Notes

The Committee discussed these topics in the course of developing this legislation.

1. Any family knows: that spending within its means, means also increasing those "means" -- adding to revenue -- when that is needed to meet the family's objectives (like sending a child to college); and

2. In the national family, adding to revenue by reverting to prior tax levels to support desired objectives is a tax reversion and not a tax increase; that is common sense; and

3. It is fair to tap those persons or entities, in a position to grow jobs, who have seen a disproportionate increase in their remuneration compared to what is allowed to their workers (unjust enrichment) over the past 10 years particularly; and

4. Deficit reduction is fine and best done in gradual way, like dieting: retaining those patterns in spending areas that increase people's opportunity to become productive in their chosen setting, and to sustain themselves, and reducing the entertaining other; and

5. It is government that best provides services in areas where the profits are too low to attract the market; and where, for example, the total cost of basic infrastructure (including human body infrastructure) maintenance and cure can be reduced thereby; and

6. Regulation in capitalism is required because fully-hooked capitalists become addicted (we are an addictive society) and empathy-deficient; and, left on its own, market players do and have and will go nuts to the mortal and financial detriment of others; and

7. We, the people, properly tell our government to do those things that we believe in: that foster

11. America’s rightful place is to lead, not lag behind any other country, in education, sustenance, health care provision infrastructure, building for the future; and

12. America's traditional hope, confidence and optimism grow with a combination of common sense, accountability, good-hearted people, strong relationships in the families they choose, and with solid values respecting and extending hospitality toward all who are in and coming to this diverse land - coming as they do, or should be able to come into this land, with hope, confidence and optimism; and

13. America grows when its people empathize with those facing loss, hardship, losing a job, uncertainty; and

14. America recognizes the many faces of religion and the rights of individual expression of it in its motto, “In God we trust;” and

15. The Touchy-Prayey Subjects:

a. In America, we may disagree on what that God means to each other. Nonetheless, we respect and foster all attitudes of respect for a deity and an institution of another, as the individual may choose, with the constructive deferral of self-interest in favor of the common good; and

b. In America, what it means to move toward God and not away can never be the subject of legislation; unless, of course, the rich give two coats and more any time someone needs one; and then the issue may be revisited; and

It is helpful to equate America’s greatness with restoring American common sense. And that means common sense in working together as a diverse nation, of many beliefs, but all focused on empathy with each other and the world, and opportunity for all; and

16. The Pocketbook and Priorities Subjects.

a. In America, it is said that we can’t spend more than we take in; and

b. In America, as in a family, as stated at the outset Whereas, that means that, where an objective is important to the goals of empathy and opportunity, we will and should seek the revenue to meet it; and that is how we at home also pay our bills -- we find a way to make the money to do it; and

c. That revenue is here, there and everywhere; this is a rich country; even aside from the Twopers; and

d. The hoarders of the past 10 years may have and have have taken those revenue streams and assets out of the national creek, as it were; including by outsourcing and out-banking; and

e. In America, now that we need, thanks to the greed of the past 10 years, to tap those streams to meet objectives of empathy and opportunity, we shall proudly tap income streams and assets; and

17. Hulk bulks.

a. Back to diets: Deficits resulting from the past 10 years can well and properly be reduced over time; and will, just like somebody needing to lose weight; but with a combination of increased motivation, common sense, discipline, change in habits for the long term; and there are properly some cliff-outs of earlier indulgences -- no more cokes -- some claw-backs as to earlier bad habits enriching some at the expense of others, that added to the hips without adding to the health;

b. We do the same over-time reduction as to budgets with increased motivation, common sense, increasing revenue, readjustment of priorities to foster empathy and opportunity. But we shall not promote a Hoarding Class that got what they wanted over 10 years, for example, and now seek to entrench, and now want to leave the board; these being the the Takers and Runners; and

18. In America, to conclude that we are not a nation of empathy and opportunity is to distort our history; and to distort the place of our religious orientation in it. Denial of altruism leaves the whole country confused; which is good for the propagandists because people who are confused and afraid will follow.

Whereas,

2. Roosevelt's Four Freedoms are under siege again:
a) Freedom of Speech. The committee notes the invasion of partisan propaganda using wartime persuasion methods in civil public discourse, blocking full debate; and with little effective defense;

b) Freedom of Worship. The committee notes the invasion of certain groups' religious beliefs into the religious, moral, and personal lives and decisions of others, which personal moral decisions do not affect the lives of those other third parties so intruding;

c) Freedom from Want. The committee notes the frivolous and oligarchical denial of basic sustenance and health to substantial portions of the population, for political reasons: the oligarchs thus depriving others of opportunity and further entrenching oligarchy; and

d) Freedom from Fear. The committee notes the inculcation of fear in blocking changes in society and economics, fostering feelings of threat to survival and loss as though there were no corresponding broadening of horizons: media and pulpit-meisters complicit;

3. A Fifth Freedom is necessary.

The Fifth Freedom, freedom from Civil, Internal Process Propaganda, arises from national policy interest in furthering democracy:

The National Interest Fifth Freedom guarantees to voters Freedom from Propaganda in Political Speech. This Freedom shall require that a) sources of political financial support shall be disclosed upon donation or other way of providing benefit; and b) such disclosure shall preclude secrecy, fact-concealment, opacity, intentional misstatement, deception or exploitation, by act or omission, in political speech; c) until such time as a neutral panel shall determine that all facts are reasonably out and on the table. The need for protections in this area are seen particularly in the course of government shutdown/interference so recently seen, focusing on ideology rather than the mere financial issues overtly touted, see Rules of Extortion Procedure. Who funded which sides, with what agendas, how much of a claimed financial position is really social and ideological, using extortion as a way to get social goals etched in stone, etc.

Wherefore,

Summary:

This proposal is not the same as considering the USA as a commercial corporation. Application of commercial standards to a fiduciary corporation is of limited value. A commercial corporation owes its duty to financial return for the shareholders, common good be damned perhaps. The United States is in the business, instead, of the common good: the public interest. Opportunity, merit-rising, fostering a context where those with character and drive can succeed without deflection by the tenured ones; and a basic floor for those who, despite opportunity and sustenance, cannot do all for themselves. The United States is not in the business of making money. The United States is acting as a fiduciary by the people, for the people, of the people. A commercial corporation is ethically and legally obligated to serve the investment interests of its shareholders. WHEREAS, the Supreme Court is increasingly transforming the nation into Corporations vs. Real People, including by

a) equating non-cell-brained entities (corporations and business structures, as "legal persons" with rights and obligations) over or with cell-brained entities (human beings) in litigation and law;

b) affording rights and privileges previously ascribed to Humana-People, including speech, right to sue (and be sued), and -- on the horizon -- privacy rights, that, if consummated, would shield them from sunshine laws, etc. And, there is probably even marriage coming as a status available to corporations or mixed marriages with Humana (do you take this robot? Yes, yes, breathless); and

WHEREAS, human beings cannot possibly compete with the fire-power fire-you power and association power of corporations and other associations; and had better hustle to position themselves against the Judicial Corporate Transformers. The danger to the nation is that natural people be robotically swallowed up as all lines of difference are blurred judicially (you mean I married a robot?? YES. GOOD. EVE. NING. DAR. LING. (monotone) and it become impossible to tell who is human and who is puppeteer.

WHEREAS, in order to form a more perfect union, a sense of Fiduciary Capitalism, see FN 1, should be developed my means of tax code reform incentivizing full disclosure of political contributions of corporations.

Note at FN 1 herein, that only 20% of corporations disclose what they actually spend on political causes, who to, how much, etc. That is untenable and any effort of corporations to seek "privacy" as to those matters must be stopped at the pass.

WHEREAS, the Goal of incorporating the United States is to establish a fiduciary capitalist framework as defined herein, expanded from prior useage, see FN 1, for the corporation of the United States should address the obligation of all legislators, justices and members of the executive, to act and enact laws that conform to their role as a fiduciary to the nation. A fiduciary nation. It can make money. Maybe not as much, but plenty. If this doesn't work, we will try something else.

WHEREFORE, it is Enacted that

1. Enabling legislation.

All requisite documents shall be amended by Common Cause appointees to include the right of the Legislature to legislate that the United States of America is subject to incorporation, and is hereby so Incorporated under such laws as shall be enacted so as to permit such incorporation as a federal matter as a nonprofit in purpose as set forth herein.

2. Overview to hybrid nature of United States Incorporated. Not capitalist, not socialist, but the US National Fiduciary Capitalist entity

Exception to the non-profit: If there is excess of tax assessments subtracted from bona fide costs of doing business, such shall be distributed back to the shareholders in the same proportion as each paid in. With this provision, the Board and Officers shall be deemed to be fiduciaries as to the shareholders, and subject to full accountability and transparency as to such shareholders. Place of incorporation: Washington DC, whose laws shall be amended as Common Cause shall elect for the purposes herein.

US National Fiduciary Capitalism: A national fiduciary standard that promotes responsible profits. People on par with corporations.

The capitalist model, unfettered, does not work long before corrupting.
The socialist model, unfettered, does not work long before corrupting.
The national fiduciary capitalist model can work long before corrupting; and indefinitely provided the enforcers of transparency and accountability are committed to making it work and themselves are held accountable.

This model says to the capitalist, make your money, but only fairly, and after basic access to productivity and health (inseparable) is put in place for all.
The model says to the socialist, the members of the society will have a floor beneath they will not fall. Dignity for all.
The model says to a broad population, this offers the best of both worlds. Fostering making profits while being responsible to environment, global needs, residents and citizens' access to means of productivity.

3. Washington DC enabled as State Equivalent. Corporate Law for Place of Incorporation.

Simultaneous with the incorporation of the United States, and for purposes of corporate residence and applicable law, Washington DC shall become a State-Equivalent, with full rights for its residents and citizens to vote, carry GUNS like everybody else, engage in legislation, elect a governor-mayor Hybrid (Hi, Brid!); its own Wash House and Wash Senate, and rights of taxation on any entities conducting governing or commercial or other business within its borders including taxes on legislators, justices, president and cabinet and all federal employees present in the state-equivalent Washington DC. No off-river businesses shall be permitted.

Corporate laws consisting of the most shareholder-protected systems from all 50 existing states shall be adopted forthwith for the Washington DC place of incorporation.

4. Contingent (inactive but protected). Shareholders:

Shareholders, whether called Members or Shareholders, shall consist of all residents and citizens and to be drawn from combined census, voter and motor vehicle or state identification rolls. As the purpose of this national fiduciary capitalist corporation is non-profit, they shall not be considered "regular".

If this provision is amended, as when funds are clawed-back from war-profiteering, corruption exposure, or other sources, then all residents and citizens and to be drawn from combined census, voter and motor vehicle or state identification rolls; and receive excess funds after payment for the national purposes herein. Similarly, the contingent or inactive shareholders may compel disclosures, sunshines, and accountabilty at to the acts of the officers and board.

5. Board of Directors:

From a sorting hat, Common Cause shall select one Justice; one Senator; one Representative; and one Cabinet Member. Each Director so chosen shall then select one further Director, but not from his or her category or party or gender. Total on the Board: Eight.

5. Officers.

The Board shall select as President and CEO and Secretary and Treasurer members of Congress according to surname (as was in effect on the individual's Ninth Birthday, to avoid sham surnames) or fast marriages: first letter as follows:

In Year One, the President of the Corporation must have a surname at Age Nine beginning with Z. None such available? Go to Y, etc.

In Year One, the CEO's (if the position is separate, and that depends on the Directors) surname shall be the next up from the selected President, or, hypothetically, an X. None such? Go to the W's. Etc. In Year Two, begin surnames with that next up from the last chosen for any officer category.

Talking Points.

ARTICLES OF INCORPORATION

NAME OF ORGANIZATION

The undersigned incorporator(s), natural persons, (non-robotic) and not a Secretive Profit-Sniffing Profiteer Association, 18 years of age or older, in order to form a corporate entity under statutes enacted pursuant to the State Equivalency of Washington DC and other Statutes, adopts the following articles of incorporation.

Notwithstanding any other provisions of this document, the organization shall not carry on any other activities not permitted to be carried on (a) by an organization exempt from federal income tax under section 501(c)(3) of the Internal Revenue Code, corresponding section of any future federal tax code, or (b) by an organization, contributions to which are deductible under section 170 (c)(2) of the Internal Revenue Code, or corresponding section of any future federal tax code.

WHEREAS, The Supreme Court Justices are not subject to the Ethical Code of Conduct for Federal Judges. WHEREAS, It is unnerving for voters to see one governmental branch totally free of consequence for mal-acting in partisan or venal or other exploitative ways: Contributing to partisan causes; being hosted at partisan conventions; identifying as a referee, not an activist, in confirmation hearings, then turning into a law-creator; not reporting income; denying by silent mouthing that doors opened by decisions are not open doors at all; ridiculing positions that may indeed be presented for argument, and so on.

WHEREAS, there is also a problem. Pursuant to separation of powers, it is also understood that no other branch of government, not the executive, not the legislative, has any power to make the judiciary do anything.

The legislature in particular may not even have the power

a) to make anyone even eat broccoli at a certain time,
b) when it will cost the government less and the system is nearly bankrupt already,
c) even if that person is bound to have to eat broccoli down the road in order to survive or heal,
d) when it will cost the government more; and

WHEREAS, the Framers as an original matter intended that the system Work: of, by and for People (which category for the purpose of rights includes brainless robots and stringed puppets with Incorporated or LLC etc. after their names).

Accordingly, there may yet be some recourse for litigants, clients, patients, consumers, and others of les victimes class who come in far second to the incomes to be protected.

The wording of the shoulds and mays may be unassailable, because no professional group in charge of its good behavior can herd enough ethical cats to the bars and boards so that something firmer and litigant-friendly can be passed.

But incentives can be put in place, that affect not only the Justicial Finances, but also the Justicial Ego.

WHEREFORE: It is enacted out of voter desperation:

1. Tax Credit Incentive: Benefit for Supremes opting In to Code of Ethics.

That any Supreme Court justice who adopts by binding written sworn etc. oath, during the window period of January 1-January 30 of the calendar year in question, the applicability to him or her of the Ethical Code of Conduct for Federal Judges, warts and all, shall be given a tax credit.

This tax credit shall be applied against his or her gross income from all sources derived and at the level of 25% of the level of such gross income for the preceding calendar year. Gross income shall include the fair market value of perks, expenses paid, futures, matches, cost of healthcare paid by employer, and anything else of value received or the rights to such set, during that year.

The amount of the credit is huge -- 25% -- because voters will do most anything to get back a sense of balanced law plus equity, trust, a fair hearing, propriety, on our Big Court.

The justices shall provide their filed tax returns for this purpose, and such shall remain confidential except as to disclosure to the judging panel as provided in section 2 herein.

2. Special Judicial Judging Panel in case of complaint of ethical challenge.

Who judges the judges: The Supreme Court Justices electing to adopt the Code shall pull from a sorting hat the names of nine (9) federal judges, any level, who shall, for a period of two (2) years,

calculate the tax credit set forth in section 1, and

review any complaints of ethical challenge as to a Justice of the Supreme Court.

a. The names of the Justices electing to adopt the ethics code shall be named and applauded at Times Square, as the ball drops; and appear as Persons of the Year or its equivalent on any media that considers itself patriotic. You decide. The names of the Justices running for cover shall be put on the inside back coverage of such media.

b. Justices who do not adopt the Ethics Code

The Incentive Chair Lop. Seats of non-Adopting Justices at any Hearing shall be dropped by 13" or to the level of the nose of the non-adopting Justice, whichever is the greater reduction in seat height;
The Incentive Turncoat. A non-adopting Justice shall wear his or her robe backwards;
The Incentive Quietening. A non-adopting Justice shall have no microphone.
The Chief Justice Incentive Chair Tilt. A non-adopting Chief Justice, in addition, shall have 5" lopped off one of the stationary legs of any chair on which he seats himself, when acting in any judicial capacity or adjunct function such as meetings, consultations and homework in and out of his or her own office; or a wheel removed from a swiveler.

c. Justices who do adopt the Ethics Code

The Incentive Chair Hike. The seats of any adopting Justice shall be raised 13" or to the level just above the Justice's knees when seated, whichever produces the taller presence;

FN 1 Funding and COLA provisions still under construction

Panel funding.

This position of judge on the panel judging the judges shall be funded as to expenses by proceeds from the applications to the sorting hat. There shall be no other remuneration: the prestige of the post shall be deemed sufficient.

Increasing the funding by associating:

Federal judges may associate and combine their contributions to try to get one of their own association on the panel. Those contributions will entitle the givers to a much larger stub to be pulled, increasing the changes of pulling, and reflecting the added clout and fairness of having money to get what you want.

Identities of those making the contributions to the association seeking a seat on the panel, and those actually on the panel, shall be confidential.

The Unknown Judges for the panel shall be equipped with large paper bags with eye holes. Funds raised by the panel sorting hat drawing shall be used for expenses of the panel. Any shortfall shall be calculated and presented for a supplemental funding amount from Congress up to the level of $1,000,000.

Increase in the Tax Credit for Justices Adopting the Code.

For every year that said Justice adopts the Code, there shall be an increase upwards in the credit from the base point as established by the cost of living adjustment applicable for an increase in that year to the geographic location of Washington DC also in that calendar year.

The COLA amount shall be cumulative, calculated as of prior year's amount, but shall remain as calculated from the base point. If the COLA is a negative figure, there shall be no adjustment downwards.

and Firearms Accessibility and Overheated Language, et al. *

Whereas, the NRA has effectively blocked research into any connection among a) gun violence, b) gun fantasy promotion, and c) gun availability and training regardless of age of shooter, d) evidence of gun addiction; e) overheated political violence rhetoric and games; as well as f) militia or guerrilla groups and lone wolves acting out violence, to varying degrees of sanity perhaps; see ://www.nytimes.com/2011/01/26/us/26guns.html/; and

Whereas, observers including public servants have posited a correlation between overheated political firearms directive rhetoric, and recent rampages, that may indeed indicate causation and not just correlation; and

Whereas, expeditious implementation of this Act is necessary because pursuing researched evidence causes great fire and brimstone among shooters, who are anxious to prevent research regardless. Wherefore:

1. Research

Research shall commence immediately regarding the bona fides of the theory that posits that overheated and directive political violence language, and accessible firearms and fantasy commercial ventures focusing on violence, may foster actual acts of violence, even indirectly, and without specific message recalled, as by a climate of permission: with no perceived barrier to the shooting, why not shoot?

Such research shall be conducted at least at the institutions or groups listed at ://www.nytimes.com/2011/01/26/us/26guns.html/ as that list may be amended by the CDC. If any such research entity is unwilling or unable to do said research, applications for grants to other entitites shall be received by the CDC.

2. Defining terms.

The applicable rhetoric and imagery conditions to be studied shall include rhetoric:

a) promoting firearms recourse for dispute resolution in the nation for at least one year and not more than documented occurrences over the past 20 years

b) referring to or imaging positively to violent use of guns against those with whom one disagrees, or directive calls to firearms recourse instead of the ballot box for grievances, with particular reference to political activity or belief,

c) in all media

d) that includes firearms ideology and skills indoctrination in children and youth in focused, extended time periods where firearms activity is the dominant activity, not open play or choice of activity, see Young People and Adventure-Time Shooter Camps, see Legislative Committee Notes herein.

e) utilizing deep persuasion tactics, including open carry as implicitly threatening, as set forth among other principles of population control in CIA Manual for Guerrilla Warfare online, and such as a desirable alternative to the ballot box in a democracy, in this nation.

3. Premise.

A premise shall be that, unless proven otherwise, anyone who grows up here is indeed exposed to violent rhetoric, imagery and action as a matter of course in daily life, and such overall over-time exposure numbs and contributes in varying ways

a) to action choices made,
b) by persons who grew up or live here where the airwaves waft, and
c) who choose violent vigilante, militia, guerrilla or other intimidation action (open carry).

This basic premise, that what is in the atmosphere gets breathed in, applies also to the crazies (thee and me included to varying degrees depending on the setting) who also grew up or live here, and might even be your neighbor or closet militia-guerrilla who does not want the ballot box to resolve disagreements as to policy and action.

That is, a finding of violent directive language shall not be insulated from a finding of causation with later violent action, just because someone is or is somewhat crazy. We expect as a large and diverse nation that crazies will be among us.

4. Funding:

Duration. Funding shall be guaranteed at least at the initial level for an initial period of 10 years, with results published from time to time as to status of research; and a presumption at the end of the 10 years that such research shall continue. It shall require a supersupermajority of 70% to cut off such funding. No alteration in funding shall take place until 3 years after the research is completed, that 3 years to be used for refining the methodology and conducting additional matters relevant.

Accordingly, there appears to be plenty of money available, as a huge amount of the national budget goes to past military matters, and the Committee is in process of making a recommendation of how to melt some fat from past military issues and entitlements and subsidies for perks like health care premiums, whopper retirements, and the like.

As a second funding source, all inheritances shall be deemed to be an entitlement, which entitlement shall be taxed for any amount exceeding $250,000 per death event; and no other "entitlements" shall be reduced until the inheritance entitlement is exhausted, such to be retroactive to 2000 by way of claw-back.

Does a child have a Civil Right not to be indoctrinated, to the preservation of an inquiring, open mind, and open play choices. Does a child have a right not to be molded into gender subjugation or domination-warfare-like activities.
When is a practice "religious" and when does it serve the empire and power desires of those benefiting from the services of others.
What is the civil right of a child, for his or her mind to be left open, free of overreaching by a parent, to develop as the child as an individual with unique talent and interest.
Materials reviewed in committee: The committee examined materials, sites and historical experiences of others who have addressed the effect of concentrated training for children and teens, in a prolonged period, or regularly over a long period, in one focused ideology and skills area.

Is there a benefit to children in a broad buffet of activities of childhood and teen years, to be engaged in as the child from hour to hour may gravitate.
What is the boundary between parental indoctrination and the parents freedom of religion and to raise a child as the parent sees fit, vs the child's right to develop into an independent, sovereign thinker

2. Others' Civil Rights

The committee returned often to the topic of civil rights of children. What is the civil right of a parent to do with a child what he or she wants, even if it is indoctrination rather than education. What is the right of a person to be free of indoctrinated other people.

Definition: Where the conclusion reached by the individual is a matter of "belief" and that that particular belief form is the only meritorious one, leading to polarization and demonizing of others. Education: where the conclusion reached by the individual is a matter of testing, weighing, seeking full information before concluding. Education does not nessarily exclude belief as a factor; but it is weighed among other factors.

History's examples include:

An extreme, but one that had tragic consequences. Look back to the WWII Era, the Hitler Youth, referred here only to show the clear effectiveness of drumming dogma into a child's head.

See there a methodical shift of the child's focus from other activities. and even from the family, to the group's militant goals. It can be done, either way. Move the child away from respecting a government, or a government moves a child away from respecting a parent. Two extremes.

1. An elected official currently may choose among several hats:

a. The mandatory trustee for the democratic system, balancing the interests of the minority in his constituency with those of the majority who elected him;

b. The voter-interest partisan, representing only the interests of the majority in his constituency; or

c. The outside-interest partisan, representing the interests of those ineligible to vote in his district but who made his election possible or seek to influence his positions as to ideology and/or distribution of wealth: the wealthy on frolics of their own, or legal persons and others associating to financially control things; or

d. The maverick who makes up his own mind, unpredictably, with or without secret supporters holding him up.

2. Responsibility as to neutral education of the constituency, as a whole, varies with the role chosen.

a. As a trustee, the elected official must put public interest first: Promote fact-finding and educating the public. Enable full, neutral exploration and discourse as to issues; and articulation of all facts relevant to an issue prior to commencing debate as to options and positions.

b. As partisan, the elected official may put public interest last: promote persuasion based on selected facts repeated often, spun.

3. Voters in a democracy need full information to make an informed decision about which candidate will represent their interests, whether as to common good, or partisan goals.

4. Disclosure of names of organizations and member individual supporters where those individuals contribute to corporate or organizational entities for the candidate, or where donations are otherwise bundled and in groups; and amounts and kinds of rewards and incentives given and in process are necessary to the labeling of the candidate.

5. Disclosure of supporters who give as individuals need not be identified by name, but shall be identified as to state of residence.

6. Accordingly, no speech is chilled because an individual who seeks privacy in donations may give as an individual, not as part of a group.

WHEREFORE, IT IS HEREBY ENACTED:
1. Disclosure of supporters.

An elected official shall disclose his supporters by name when those are bundled together in a group or other entity; and as to state of residence when the support is by an individual; and amounts and kinds of rewards and incentives given to secure his support.

2. Choice of allegiance.

At an elected official's swearing in, the official may choose between stating primary allegiance to the United States of America and the Democratic Process, the Republic, for which it Stands; or to the majority in his constituency who elected him; or to a third party group or entity which will supersede the majority in his constituency as the elected official may desire.

The official shall disclose during his campaign which form of allegiance oath he will choose and shall be bound thereby as follows: He shall disclose, so voters are alerted in advance of election:

a. Conscience. If the elected official plans to exercise his conscience rather than the majority desire in his constituency.

b. Local common good. If the elected official plans to balance interest of majority and minority interests in his constituency.

c. National common good. If the elected official plans to balance interests of all and even competing interests in the nation, not just his constituency.

d. Special interests. If the elected official plans to pursue interests of third parties and not the majority of his constituency or the local or national interest. Ideology fits here.

3. Default priority, in the event of nondisclosure.

In the absence of stated allegiance otherwise, the official shall be bound to uphold the common good as primary allegiance; and other partisan or third party interests shall come second. The official shall be prepared to articulate his reasons for each vote.

4. Truth in Labeling in Communications by Elected and Other Public Officials

Content accountability and Fact-Check

a. Every elected official shall be accountable for and shall reveal the source and nature of facts alleged in any articulation of matters relevant to an issue, and for uses of rhetoric connected thereto.

b. The official shall provide such information to a neutral fact-check source for real-time fact checking, and this source must me available in ral time to the hearers and seers.

That is, in the disclosure phase serving the democratic process, the elected official shall be barred from argument and exploiting emotional grounds on issues until the facts are laid out.

When the full disclosure phase is complete, then elected officials are free to take such positions as they desire, and may argue with full throatiness as they desire, this being the secondary or partisan phase. If they choose to stake allegiance with the public interest, they may, of course, so declare, and such must be supported by acts of the elected official.

Time, Place Manner Restriction on Violence Directives or Suggestions

a. Violence-reference rhetoric or symbols or auditories shall be barred as used by an elected official or an official seeking office as a declared candidate.
b. Officials in or seeking elected office shall not use violence-referencing rhetoric or visuals in making any argument, labeling any proposed legislation, or in seeking office or to retain office; and no individual under the constructive control of the official shall do so, either.

c. Accordingly, if an elected official hears or reasonably hears of such violence-referencing rhetoric or visuals on the part of others on his or her party's behalf, then the official shall disavow such and publicly request that the violence-purveyors cease and desist. The official's public and private acts must match the public words, this also serving the trustee-ship for the democracy.

5. Enforcement. Proportional penalty:

a. The fact-check arm shall set out degrees of penalty for degrees of egregiousness (Degrees of Egrege).

Any elected official who will not so constrain his or her speech according to these public office time, place and manner restrictions, is welcome to recuse himself or herself from public office (by definition, an office to serve the public) and exercise unfettered manipulative demagoguery violencisms from the outside, amid the other barking dogs, as many already do whom we know and love or love not.

Legislative Notes.

These measures fostering truth in labeling, as well as truth and labeling, in political speech, are necessary because elected officials' speech carries more weight than the speech ot unelected non-official position persons in the democracy. This weight carries, in turn, more responsibility. The measures address in particular the effectiveness of the "meme" in any speech -- the viral spread of concepts even without factual base.

Violence memes have the capacity to be particularly epidemic, influencing public opinion in ways that the subject population is unaware, distorting the concepts of accountability and knowing who is pulling what strings in the democracy.

The long-term conditioning to violence that takes place upon increasing and constant exposure to it, a numbing related to apathy (NRA), leads further to a climate of permission, and acceptance of a new normal for violence as itself normal. the meme process wafting like a gas of persuasion, under the radar.

I. Substance:

A. The Sadie Hawkins * Significant Other Substitute Act (SHSOSA) provides that the designated Significant Other of any legislator who votes to extend the AmBushed tax cuts to the over $250,000 (Over $250's) crowd, shall immediately take the place of such legislator upon such pernicious vote, as set forth herein.

B. Home State Tax Increase as Offset.

The consequence of the legislator's significant other taking his or her place shall be deferred if the legislator immediately returns or otherwise commandeers media in his or her home state, and supports vociferously and in all such media a State Income Tax Increase on that same Over $250's crowd until the State budget is met. Such budget, of course, shall be stripped of fraud and lobby extras, such that essential services for basic needs, infrastructure and health, education may be paid for.

This is an Act to Break Gridlock before it calcifies; and tap the Resource remaining with the needs-met Over 250's, in favor of the nation's need for productivity of all its residents.

C. Service period.

The period of service of such Substitute Other shall be for exiting legislators the duration of the Lame Duck Season 2010; and thereafter as to both newbies and geezers, if such vote comes up, until the expiration of their terms.

If such vote passes, its effect may only be suspended by the Legislator promoting in his or her Home State income tax increases on that same Over $250's crowd as set forth herein. The Legislator shall have one year after passage of the Federal Vote to save his or her seat by obtaining such increase at home.

D. Communications restriction.

E. Who gets the pay.

The substitute legislator shall be entitled to the pay and perks of the unseated one during the period of service. If the designated Significant Other declines to serve, he or she may designate the Significant Other's replacement from other immediate family members over 18 and under 102.

II. Exception, Reprieve.

However, if a legislator votes for a tax break to the Over $250's crowd shall not trigger the SHSOSA if such vote is part of a total tax overhaul by which the unfair advantages of the AmBush years are recalibrated and clawed-back in substantial favor of the Under $250's crowd; or if the legislator returns to or fosters media blitzes and email bombs to promote State income tax increases on that same Over $250's crowd.

Extending unemployment benefits: such shall not be blackmailed into the tax discussions, and shall not be subject to offsetting cuts in spending unless such tax break to the Over $250's is similarly offset. No offsets in spending shall have the effect of producing or maintaining health-care, education or basic needs insecurity, a healthy and educated population being necessary to the nation's well-being and productivity.

III. Electioneering Perk to the Significant Other.

Any such Significant Other who so desires at the termination of his or her service shall then be entitled to a ballot place above that of the prior elected legislator in any subsequent election in his or her district. The voters can then choose between the First Erroneous and the Substitute Better at the next cycle without further fuss.

IV. Legislative limits.

There shall be no limit as to areas of voting by the Significant Others.

V. Duration:

This Law as to each Seat shall expire upon the swearing-in of the successor to the Seat in question.

VI. Show of hands:

Extension of Law by Constituents.

Notwithstanding any of the foregoing verbiage, the Law may be extended as to any such Seat in House of Senate. 2. That political speech shall be protected in group settings by the convenor invoking general Robert's Rules of Order; and in fact-finding circumstances, general rules of evidence, such to be enforceable by a civil penalty on all who fail to follow it, follow.

3. That the rights of all segments and ideologies in the population shall be fostered as to right to speak unfettered, and right to hear unfettered. That means taking turns; and providing time and opportunity for fact-check before promoting a position. FN 1

Let lawyers do what they do:
Lawyers know how to do this: Make their cases, without regard to the merit of the client's position, the public good, or anything else other than Making the Case. Make My Case! and a lawyer will arise to do it.
And let the lawyers and people interrupt each other at will, displaying or saying or claiming anything under the Sun to do it.

AN ACT FOR RECIPROCITY, THE BUDDY REDUCTION FOR FAIR PLAY,
IN DEFICIT REDUCTIONS.

THE LEGISLATIVE BUDDY SYSTEM.
FAIR PLAY AND THE DEFICIT

WHEREAS,

Legislators, it is rumored, tend to insulate from funding reduction those benefits that he or she enjoys as a lawmaker. For example, health care insurance and other healthcare costs may be quantity [ x ]to a legislator, but increase or exist at quantity [ X ] to a beleaguered or healthless constituent. The list grows.

WHEREFORE,

Budget reduction in any budget area shall be matched to a similar or selected legislator benefit buddy reduction as follows:

1. Proportional reciprocity buddy system.

Every percentage benefit reduction proposed and enacted by any federal or state lawmaker from any part of the federal budget in order to reduce the deficit shall be matched by a corresponding percentage reduction in a similar benefit enjoyed by that lawmaker because of or related to his or her position as lawmaker. This shall be self-executing, appeals to the Voter Commission established herein at section 2.

2. Voter Commission for each legislator.

If there is no similar benefit in broad category, or if there is a dispute as to the self-execution set forth in section 1 herein, then the reduction shall be from such other pool of benefits as the a neutral, f5-person voter-constituted commission (chosen from a sorting hat of all voter registrants in the legislator's constituency) shall impose. Majority rule. Voter Commissions may join together within states, if they so elect by 100%. That is, if there is any disagreement, then the Commissions shall operate independently as to the legislator for each.

2. This buddy reduction may be calculated in the aggregate: the savings alleged to benefit the government in reducing the benefit to a group shall be matched by a savings in reducing benefits to the members of Congress.

3. Such reductions applicable to an individual lawmaker need not be the same in kind as that proposed and enacted for others. That is up to each Voter Commission.

4. Perk Control. The dollar value, however, shall be proportional and calculated in a straightforward way and made public. In the alternative, the Voter Commissions as a group may eliminate or reduce entire categories of benefits to lawmaker.

5. All areas of legislator benefit reduction are on the table, see FN 1 attached hereto and incorporated herein by reference.

2. No more pay raises for anyone in Congress unless a vote is held and results published

3. No more use of lobbyist ties to get tickets to events that are sold out unless the member of Congress reimburses the lobbyist from his or her personal account, and not from a campaign account

4. No more paid "District Work Periods" or other holiday-related "recesses" in which a holiday day may be extended, even for a whole week or even a month, instead of the holiday only. Whatever time off other federal workers get for the holiday and as paid, the member shall get.

5. No more "constant dollar" measurement for increases in Congressional pay. If other federal employees (consider members to be employees of their constituents) receive only cost of living increases, then so shall members.

6. No amount from any campaign-related account shall be available or used by a member for personal purposes, including when the member's term ends for whatever reason. Members shall account for all expenditures from such accounts every six months, and the results shall be published. Upon leaving office, the balance (if any) shall be donated to such charity as the legislature of his or her state elects by 51%.

7. The twenty-percent rule.

Health and life. The taxpayer or other subsidy for a member's health or life insurance shall not exceed 20%. The member shall pay the balance 80% from his or her personal funds, and not from campaign funds. Lobbyist gifts shall not be used for a member's health, or life insurance.
Pension, retirement. The taxpayer or other subsidy for a member's pension and other retirement benefits shall not exceed 20%, and the member shall pay the balance as set forth in the foregoing BULLET.

At such time as the taxpayer can opt into the same plan for health, life insurance, and pension-retirement benefits as enjoyed by his or her member, then this section 7 shall be suspended as to such member.

8. A member of the House shall enjoy the nominal fee for working out at the Wellness Center there, because fat is fat; but shall not solicit or receive gifts including memberships at other cute health clubs or furnishings, from other than immediate family or friends close enough that the member can recite the giver's CV and name his or her children. Period. The only exception shall be gifts of haberdashery so the member will look good.

9. No more franking privileges, whereby a member has access to taxpayer dollars to improve his or her own image. A member shall be limited to the haberdashery acquisition category as a gift pursuant to paragraph 8.

10. No more hidden constituent services or awarding of pork. All such shall be disclosed at the provision of the service or the award, quantified, and publicized. It shall be presumed that 50% of such value will be returned to the member in some beneficial way or another, including votes; so that 50% of the value of such service or pork shall be taxable to the member as ordinary income.

11. If you make a war, you pay for it; or those pay for it who were paid with federal dollars in any way during such war and its aftermath (this section under construction). Surcharges and assessments shall be paid in the amount of 15% of funds received for services.

A FAIR WARNING LAW;
BLINKERS ON WALKERS STATUTE

[and any Locomotion Appendage]

WHEREAS, an elderly lady with a walker was run into by 4-year olds with their training-wheel bicycles on the Common Way, the sidewalk. Some considerable time later, she died of other causes. Still, her heirs recalled that she had indeed been impacted upon and sought compensation for her now dead-from-other-causes elderly self; and

WHEREAS, the heirs note that either Claire Menage ( the victim-bammee, age 97) nor Juliet Breitman or Jacob Kohn (the accoster-bammers, both age 4) gave warning as to their faster or lesser speed, other than the visual cues from their locomotion apparati themselves;

Each speedy or poky Movant should be required to operate little flashing lights while going faster or slower than the norm, thus increasing the watchfulness of both; and helping define contributory negligence or estoppel or whatever applies'

Enforcement of poly-slow warning signs on any Public Way, small or big, fosters simple watchfulness by potential bammers and bammees; reducing injury, and maintaining civil relations between community members and passers-by as well.

WHEREAS, those going faster or slower on those Common Way referenced herein shall include

THEREFORE, it is enacted:

1. Movants.

Category One and Category Three Movants as set forth in section 3 herein, who seek to preserve their collision rights as bammer or bammee in any collision cause of action, shall themselves wear blinkers blinking a bright color at regular quick intervals on front, rear and side at armpit level on outerwear while on or approaching the Common Way. Category Two Movants shall have such blinkers handy and shall be required to operate such blinkers at he or she stops or slows down, or speeds up to a Category Three position.

2. Litigation limitation.

Such Movant who is bammee or bammer in any action as to a collision with or without fall, who is not wearing and operating such good-condition blinker, shall be foreclosed from lawsuits or other insurance claims based on ordinary negligence of the other.

3. Movants shall be defined as follows:

This shall be defined as a person of any age, within, or behind, or using any apparatus for moving about, including the arm of a helper; or otherwise simply intentionally moving about in a manner pokier [Category One Movant]

WHEREAS, the concept of strict liability in motor vehicle matters or other civil offenses provides that a breaking of the law results in a summary finding of guilt.

You pay fine or other automatic penalty. No hearing, no argument, no equities, no excuses. Strict liability. Go weep. There may be leeway for disclaimers and malfunctions, radar and camera problems, or snow covered your license and it wasn't you; but that depends.

WHEREAS, this concept works well for many traffic situations, but not in undocumented Immigration.

That summary procedure if applied to Immigration insulates from contributory guilt those who left the door open as to constitute an invitation, and paid no attention (estoppel there) so that time passing amounted to condonation, hired them thus encouraging the migration, and allowed detrimental reliance.

WHEREAS, strict liability in immigration law is disruptive to the community, requires home invasions by police, and is likely to create 10,000,000 enemies (that is the number, at least, of undocumented workers and families here already), and may result in very valuable potential citizens and workers shoved aside.And how do we house them pending deportation; with what funds for processing; and then they come back. Is that so?

WHEREAS, some form of cause hearing serves the democratic process, and our traditions of welcome that brought us all here somehow.

WHEREFORE,

It is enacted:

1. No immigrant shall be summarily deported based only upon a finding of breach of law of entry, unless such person was apprehended within one year of the crossing. Failure to prove date of entry within 30 days more or less than the stated date shall result in a finding that the date of entry is less than one year.

2. Each immigrant here for one year (that proof is up to the immigrant) shall have standing to produce evidence affecting the "sentencing" phase, an inquiry into the bona fides that shall be given great weight in disposition. There shall be a presumption that the person should be allowed to remain if that individual has been productive defined broadly, engaged in non-criminal activities, has developed skills enabling him to be productive as best he could, and acted so as to improve his or her condition and ability to further contribute.

Undetermined: financing health care costs. But with more workers acknowledged and paying into the systems, perhaps that too evens out.

3. The State shall be quizzed as to its role and knowledge of the case file

what activities of condoning did the State enter into, by non-enforcement leading to justifiable reliance, estoppel, clean hands.
what were the circumstances of the undocumented entry (did the State ask?), and
what skills does the person have, and how has the person demonstrated merit to this nation's retaining him or her, in the way of effort at self-improvement, community-improvement, military service, enrollment in higher education, education leading to further contribution, or pre-entry trauma . In other words, does this person qualify for the Dream Act, or could he or she.

4. The model for following such two step process: shall be as follows:

the finding of breach, (law) and
what should happen next, (equity)

5. Each prosecutor once per month shall be required to study and present to his or her peers a luncheon summary of the life of one documented or undocumented immigrant who was allowed to stay at some point, and who moved on to be an exemplary contributor. FN 1 Dream Act.

Let no undocumented immigrant go lightly. We need the caring and industrious and dedicated among them, and them and their children as our friends and not our enemies. It is hard to tell the difference when people look scruffy, but we do know we have category-obsessed hangers-on in the regular rolls, legacy citizens, who have given the society not so great. Is that so? Others have, but the point is -- no early judgments.

How to measure. How to find out beforehand. Do we exclude those who engaged in criminal behavior once here. Peruse carefully, and individually, the rest. For example, being a student is a giant step toward the proof.

WHEREAS, Consumers and potential group members seeking information on a person of interest in an organization, may look at the Curriculum Vitae of such person online. Consumers then may encounter disembodied references therein, to bank connections, or other matters of Experience or Current Employment. This requires more online hunting, much leading to dead ends.

WHEREAS, disclosure and transparency in a public Curriculum Vitae are needed for the consumer to assess the bona fides of whatever he or she is researching;

WHEREFORE, it is enacted:

1. Persons who include activities on their Resumes, or speeches, or interviews; or specify banks or other institutions or organizations in their publicity or opinion or curriculum vitae materials; shall provide simultaneous identifying information: full name, address, and cereal number, for those who deal in chaff.

2. Absence of identifying information justifiably leads to the conclusion that the group is too well known to need ID, and an interested person need only do a simple-minded web search.

3. When no direct web search of the group or institution produces the info to back up the CV reference, the offending non-disclosing person or entity shall pay to the searcher who had to waste time and perhaps come up with nothing even after that, an amount no less than 1% of the group's gross receipts (such award to be nontaxable to the fruitless searcher) and other income from all sources combined; and shall provide all information needed for the IRS to do a full audit on an expedited basis; whether sources of information are here-shore or off-shore.

4. Transparency in corporate connections, whether for the NRA or any other group, serves the common good by enabling the public to make informed decisions.

5. Ask "Who is this?" and you should get a fast, transparent answer.

6. Upon refusal to comply, or abominable disclosures, the legislator or judge so asked shall recuse himself or herself from all legislating or judicial judging or campaign support in any way for anybody until full disclosure is provided.

Ambiguous, untraceable references in curriculum vitae entries rouse unease

Legislative Procedures and Rationale:

Those researching curriculum vitae information must first do their due diligence, so that frivolous requests for information within reach may be avoided. That is, the person must at least look up the name of the institution on the Internet before lodging a complaint that there is no or misleading info. The Committee agrees that some misleading or mere innocent omissions, are easily corrected, once pointed out.

The Committee, however, weighs heavily the uses of secrecy in promoting fear and unease. Why is this matter so opaque. Other secrecy adds to Fear Theory. Secret things are to be afraid of. Is that so?

NRA Case in point for illustrative purposes:

Here, the Committee decided to take the example of the NRA, the National Rifle Association, and its online identifying information as to corporations and Bigwigs. The Committee found substantial degrees of ambiguity and incomplete information online, and researching these led to some probably absurd results.

What does the NRA stand for, as shown on the curriculum vitae of its movers, its connections, or its websites, dot org and dot com.

Start with its Foreign connections.

The Committee's reaction is, of course, that the all-American NRA cannot possibly be in footsy with people or groups that it teaches its Membership are "anti-American" in values as the NRA defines them. Or that the NRA and Big Oil are - gasp - cahooting for control of our legislatures, for their own gain; and merely reeling in the membership fees of hearts and minds, while sidling off to the teller in Montserrat or somewhere.

Of course not. The NRA stands for Our Freedom! We need to be afraid of enemies of Freedom. That Freedom clarion call cannot be a mere diversion as other agendas are pursued. Of course not. But see FN 1. There you, tooo, can follow the Committee as it takes the resume, the cv, the curriculum vitae as on the internet, of Ron Schmeits. We are confident he can clarify the ambiguities and alarms; we just use him as an example of a Big Presence, whose position in a tangled web is unfathomable.

Talk has done little to protect girls from those who take away her birthright to a full human life, for whatever cultural pressures and traditions there are are deeply rooted, and may be beyond educating out. The forces pressing for it (tradition, male dominance) require more than persuasiveness to counter. Accordingly, reciprocity provisions should be implemented as a deterrent.

WHEREFORE,

It is enacted:

1. Any group's or individual's interest in imposing genital mutilation upon any girl shall be presumptively invalid, except for medical reasons of a child's specific disease for which this excision is the least restrictive alternative in treatment and healing.

In any country (jurisdiction issues to be worked out for areas outside the US 50), where there is a proposed or implemented instance of female excision, parts-snip netherwards, or stitch of such (herein female cutting * or mutilation); such act shall be presumptively

a. to serve cultural goals to subserve the female,

b. not individual medical-need based,

c. frequently or actually detrimental to the health of the female, whether intrinsic or caused by infection and Botching; and

2. Presumptions against benefit to individual from non-medically required, and restricting, procedure.

Hearings shall be held in such court as customarily hears felony cases, that level of weighing of evidence deemed important in instances of cutting. Cutting without such hearing and rebuttal finding shall be prohibited.

4. Procedure

From the male, then, shall be removed a plum from the nethers, such to be donated for medical research or other philanthropic non-profit purpose as the country itself determines.

a) determine the cause of the negative event; and

b) agree unanimously that such cause has been remediated, such that all negative effects of the event have been eradicated; and the status quo ante fully restored.

6. Intent.

This legislation is intended to ensure that all industries pick up after themselves immediately at their expense as incurred or inflicted upon others, and leave what they touch in its condition pre-touching. Extractions of minerals and resources may continue so long as nobody could tell the industry was there when it goes.

7. Industry ongoing damage event "in the ordinary course."

The income as stated in paragraph 1 shall be paid during ongoing production or extraction or production to the extent of 80%, with the 20% accruing in a fund to ensure that any environmental, human economic and quiet enjoyment and critter injury is compensated and restored as incurred. 1. Summary.

WHEREAS, the burden of responsibility in pregnancy should also be borne by those without whom there would be no pregnancy: those with other accoutrements necessary for the pregnancy process, the Gents; and for a period of two years after the birth of the unintended child.

WHEREFORE:

1. Male performance enhancers, including Viagra or its ilk; and size and usability alterers, shall be treated as abortion matters are or may be treated in any health care insurance reform.
